A Public Policy Framework

The Five Freedoms of Christian Employers™

Defending your right to do business God's way means defending the freedoms that make it possible. Every legal battle, every policy fight CEA wages falls under one of five biblical freedoms.

Why It Matters

Why The Five Freedoms Matter

A free society depends on more than economic growth or political power — it depends on liberty rooted in truth, responsibility, and human dignity. The Five Freedoms provide a clear framework for protecting the foundational liberties that allow individuals, families, businesses, and communities to flourish.

These freedoms do not come from government. They exist prior to it. The proper role of government is to protect liberty through fair laws, restrained regulation, and equal justice — never to coerce belief, punish conscience, or control lawful conduct.

The Christian Employers Alliance advances the Five Freedoms to ensure faith remains freely lived, enterprise remains productive, and civil society remains strong.

01
Freedom One

First Freedoms

Religious Liberty, Free Speech, and Conscience

First Freedoms protect the right to live, speak, and work according to deeply held beliefs without fear of punishment or exclusion. When government respects religious expression and conscience, pluralism thrives. When it suppresses them, liberty erodes.

Policy Focus

  • Religious freedom and conscience protections
  • Free speech and freedom of association
  • Equal treatment under the law

"Congress shall make no law respecting an establishment of religion, or prohibiting the free exercise thereof..."

First Amendment, U.S. Constitution

02
Freedom Two

Workforce Freedom

Vocation, Responsibility, and Opportunity

Work is more than a transaction — it is a calling. Workforce freedom protects the ability of employers and employees to operate with integrity, accountability, and mutual respect.

Policy Focus

  • Employer authority and mission-aligned workplaces
  • Flexible labor models that support opportunity
  • Policies that encourage participation and responsibility

"Work is not merely economic — it is a calling. Protecting that calling requires protecting the employer's freedom to build a mission-aligned organization."

03
Freedom Three

Economic Freedom

Work, Property, and Enterprise

Economic freedom reflects the dignity of work and the importance of stewardship. The ability to earn a living, own property, build businesses, and access financial services is essential to opportunity and prosperity.

Policy Focus

  • Reducing unnecessary regulation and licensing
  • Protecting private property and entrepreneurship
  • Preventing financial discrimination against lawful businesses

"The earth is the Lord's, and everything in it. Stewardship — not redistribution — is the Biblical foundation of economic life."

Psalm 24:1

04
Freedom Four

Operational Freedom

Fair Governance and Equal Justice

Businesses and communities depend on clear rules applied fairly. Operational freedom ensures laws are predictable, enforcement is impartial, and no one is punished for lawful beliefs or associations.

Policy Focus

  • Regulatory clarity and transparency
  • Due process and equal application of law
  • Protection against politicized enforcement

"Justice is what love looks like in public. Fair governance is not a political preference — it is a moral requirement."

Freedom Five

Healthcare Freedom

Conscience, Choice, and Human Dignity

Healthcare should serve people — not force them to violate conscience. Healthcare freedom protects ethical decision-making, patient choice, and the dignity of every person.

Policy Focus

  • Conscience protections for patients, providers, and employers
  • Choice and competition in healthcare
  • Respect for faith-based care models

"Healthcare policy that forces believers to choose between their vocation and their conscience is not medicine — it is coercion."

The Framework in Action

How the Five Freedoms Are Advanced

The Five Freedoms framework guides policy at both the state and federal levels through coordinated action.

Thoughtful Legislation

Drafting and advancing bills that protect liberty and codify conscience rights at the state and federal level.

Oversight and Accountability

Monitoring regulatory agencies and legislative committees that affect Christian employers, and engaging decisively when overreach occurs.

Legal Defense and Advocacy

Coordinating with legal partners to defend conscience rights, support landmark cases, and build durable legal precedent.

This approach strengthens civil society, supports economic participation, and preserves constitutional governance for future generations.

"Righteousness exalts a nation, but sin condemns any people." Proverbs 14:34
