Study Finds Year-Over-Year Drop in Colorado Biblically-Based Voting Alignment

WASHINGTON, D.C. – The Christian Employers Alliance (CEA), which engages a network of more than 30,000 faith-based employers across all 50 states – including many of the nation’s largest faith-based organizations – today released the Colorado Edition of its Biblical Business Index. The release is especially timely considering the landmark ruling just released by the Supreme Court, which found the legislature’s ban on conversion therapy unconstitutional.

The CEA study found that Colorado lawmakers voted less in alignment with the biblically-based position on policy from FY 2024 to FY 2025. The decreases were in both chambers and across both parties – particularly within the Democratic party where lawmakers cast votes aligning with biblical principles nearly half as often as in the prior year.

“It is unfortunate to see the downward turn in Colorado this past year, with lawmakers embracing a policy direction increasingly at odds with biblical values and limited-government principles,” said Margaret Iuculano, President of the Christian Employers Alliance. “These decisions do not happen in a vacuum. They shape whether faith-based employers feel secure enough to expand, hire, and contribute to their communities without compromising their beliefs. Colorado’s movement in the wrong direction raises serious concerns about the state’s willingness to protect conscience, encourage opportunity, and foster an environment where employers and families can thrive.”

Votes Cast (%) in Alignment with Biblical Principles (FY 2024 to FY 2025):

Colorado House of Representatives

  • Republicans: 88.84% to 84.83%
  • Democrats: 9.54% to 5.80%

Colorado Senate

  • Republicans: 80.99% to 78.08%
  • Democrats: 11.04% to 5.84%

The report found that in total, 22 of the 100 members of the Colorado Legislature voted with the biblically based position at least 80% of the time and earned CEA’s Defender of Biblical Business Award. The study was performed in partnership with the Institute for Legislative Analysis and encompassed an extensive review of legislation advanced in the legislature, including analyses of over 4,500 individual votes cast by lawmakers.
